PayPal Sri Lanka: From May 15 Fully Granted

Previously, Sri Lankan accounts of PayPal were able to send money only and not receive it. Direct inward remittances are becoming more and more seamless via local banking partnerships, a long-standing desire for official full-service support (storing a balance and withdrawing to local banks).

The day is here. May 15, 2026, is the day when full PayPal services officially launched in Sri Lanka. You can now withdraw money to your local bank account.

This is the ultimate guide for withdrawing your funds with the new partner bank integration.

Important Tip: Skip the “Philippines” or “Dubai” account hacks shown in older YouTube tutorials. PayPal’s AI security is now excellent at catching and permanently banning accounts with mismatched IP addresses and registration regions.

Official Banking Partners

The following 3 banks have been confirmed as official partners for the launch phase. Customers with accounts at these bank can now link their PayPal accounts to collect funds:

Bank of Ceylon (BOC)

Commercial Bank of Ceylon Ltd

Sampath Bank

These parties have signed Memorandums of Understanding (MoUs) under which the systems are now ready for seamless cross-border transfers.

Withdrawal Prerequisites

Before you can start a withdrawal, make sure you have done the following:

Connect Your Partner Bank: You will need to connect your Bank of Ceylon (BOC), Commercial Bank, or Sampath Bank account using the connect bank card in PayPal.

Open Wallet. Go to your PayPal wallet.

Transfer Funds: Click “Transfer Funds.”

Select Destination: Pick “Transfer to your bank card.”

Select Partner Bank: Select your associated bank account card in Sri Lanka.

Review & Send: Convert your PayPal balance (USD, etc.) to LKR and send it to your bank.

Setting Up Your Account

For the safest experience, stick to a Sri Lankan personal or business account.

Visit the Official Portal: Go to paypal.com/lk.

Choose Account Type:

Personal: Best for online shopping and sending small payments.

Business: Necessary if you are selling services (freelancing) or goods.

Use Real Information: Use your legal name as it appears on your NIC/Passport and a local mobile number for 2FA (Two-Factor Authentication).

Linking and Vouching

Your account must be connected to a valid payment method to be operational.

Cards supported

Commercial Bank: Flash and Visa Debit/Credit cards tend to be the most compatible.

HNB/Sampath Both are good for international transactions.

Nations Trust (NTB): Amex cards are good for high value transactions.

FriMi: Good for quick setups, easy to manage through their app.

The process of verification

Tap the Wallet tab and add your card information.

Paypal will charge a small temporary charge (usually $1.95).

Check your bank statement or SMS alert for a four-digit code next to the word “PAYPAL.”

Enter that code on the PayPal site to verify your card and lift your initial spending limits.

Important Compliances (CBSL)

As these funds are coming into the country as inward remittances, they are being supervised by the Central Bank of Sri Lanka.

For Freelancers: If you get large amounts, have your project invoices handy in case the compliance department at your bank wants “proof of source” of funds.

Tax Exemption

Existing 2026 regulations may permit tax exemptions on service-related foreign earnings brought through official banking channels. Please contact your bank relationship manager for further details.
