The Ministry of Education, Higher Education and Vocational Education has announced the registration of footwear suppliers and dealers for the School Footwear Gift Voucher Programme 2027.
The program is being undertaken to offer school footwear to selected school kids comprising eligible school students, laity and clerical students in Pirivenas and Seela Mathas for the year 2027.
Eligible footwear dealers and local producers can register through Thilinapath Android application from November 3, 2026.

Who Will Receive School Footwear in 2027?
The footwear program is meant to assist selected students and to provide equal educational possibilities, whilst encouraging students to continue their studies.
The initiative covers kids in schools with less than 250 students across the island, estate schools with less than 500 pupils, schools for students with special needs and eligible lay and clergy students in Pirivenas and Seela Mathas, the notification said.
How the Footwear Programme Will Operate
The initiative will be executed in two ways depending on the province.
In the Western, Southern, Sabaragamuwa, Eastern and North Western Provinces, a separate system will be in operation through local footwear producers registered with the Ministry of Industry and Entrepreneurship Development.
In this system, the registered local footwear makers will contact the concerned schools and supply footwear to the pupils directly. The vouchers provided under this element of the scheme cannot be used to purchase footwear from other footwear retailers.
Gift certificates of Rs. 3,000 will be offered to kids in other provinces who can buy school footwear from registered retailers.
Thilinapath Dealer Registration 2027
Footwear dealers that want to join in the gift voucher program should use the Thilinapath Android application for registration.
Registration Opens: November 3, 2026 Dealers are also asked to pay the registration cost of Rs 2,000 through the application when getting themselves registered.
Information Required for Registration
Footwear suppliers and dealers need to have the relevant business and banking information ready before commencing the registration procedure.
- Business Registration Certificate
- Bank account details opened in the name of the registered business or business owner
- Telephone number used to operate the application
- Any additional information requested through the Thilinapath application
QR Code Requirement for Footwear Dealers
Registered dealers will be able to use the system mentioned for the processing of footwear gift vouchers.
Footwear received in exchange for a gift voucher must be scanned using the QR Code printed on the voucher. Hence the dealer must have a smartphone to scan the QR code.
The shop owner must also check that the gift coupon the buyer gives him is valid before he gives the consumer the footwear.
The Ministry has also confirmed that no payments will be issued for gift cards not correctly scanned through the system.
Payments to Registered Footwear Dealers
Valid footwear gift coupons will be directly credited to the registered bank account by registered merchants.
Payments for accepted vouchers are likely to be credited to the dealer’s bank account every two weeks, the notification said.
Gift Voucher Validity Period
The School Footwear Gift Vouchers are good from 10 November 2026 to 20 December 2026.
In the case of an extension of the validity term, the Ministry shall separately notify the extension.
Important Notice for Footwear Dealers
Dealers enrolled in the scheme must make sure that each voucher is duly checked and processed through the proper system prior to the footwear being dispensed.
Registration should be done via the official Thilinapath application and dealers should strictly adhere to any other instructions given by the Ministry of Education, Higher Education and Vocational Education.
