Electricity Tariff Revision 2026 January - New Electricity Charges

The Public Utilities Commission of Sri Lanka (PUCSL) has received a proposal from the Ceylon Electricity Board (CEB) asking for an adjustment of electricity rates for 2026.

The CEB stated in its proposal that an increase in rates of 11.57% will be required in the first quarter of this year.

According to the PUCSL, a decision regarding the proposed increase’s approval would be made after appropriate procedures and debates.

The plan states that a tariff increase of 11.57% is necessary to cover the expected LKR 13,094 million deficit for the January-March 2026 period.

The CEB added that the Bulk Supply Tariff Adjustment (BSTA) will handle any deviations from the estimate-whether an excess or a shortfall-and take them into account in the upcoming tariff revision.

As a result, the CEB suggests changing the current tariff structure, as described in Annex II, in order to maintain operational and financial stability as well as to reduce any possible threats to the dependability of the power supply. This is a submission to the Commission for approval and subsequent implementation of the Board-approved tariff proposal for the first quarter of 2026.

The financial impact of Cyclone “Ditwah,” which is estimated to have caused damages of LKR 20 billion, was also brought to light by the CEB.

Accordingly, it is predicted that the CEB will suffer cyclone-related damages of over LKR 20 billion, of which LKR 7,016.52 million can be attributed to the first quarter of 2026. This has a direct influence on the power tariff.

The CEB stressed, however, that the costs paid as a result of Cyclone “Ditwah” damages will have to be recovered through the energy rate in the second quarter tariff adjustment of 2026 if outside funding support is not obtained.
